DIRECTORY OF REGULATIONS FOR STUDENT
HEALTH CARE SERVICES AND MEDICAL REPORTS
Aim
Article 1- This directory aims to regulate students’
relations with Middle East Technical University Northern Cyprus Campus Health Center and to set forth the principles concerning medical reports.
Middle East Technical University Northern Cyprus Campus Health Center, which has been established to provide primary health
care and counseling services to the students, will hereafter be referred to as
“Health Center” in this directory.
Scope
Article 2- This directory refers
to the rules for all students enrolled at Middle East Technical
University Northern Cyprus Campus.
Students not included within the scope
of this directory
Article 3- Special students, students enrolled at distance
learning programs and students on semester leave are not
included within the scope of this directory.
Admission Procedures
Article 4- Students within the scope of this directory directly apply to the Health Center for their health problems and may request the
available services by
exhibiting their student identity cards. In case of losing the Student ID Card, students may still request the services
(until the identity
card is reissued) with a student certificate provided by the Directorate of
Student Affairs.(Registrar’s Office)
A student who consults in
the Health Center, is primarily examined by
the medical doctors
at the Health Center. A possible treatment and prescription plan is worked out
within the framework of the regulations. If further care is needed, the
student is then referred to the state’s health institutions in the TRNC.
Students who do not hold the right to benefit from the state
health services in the TRNC or who do not posses a valid health insurance have
to purchase the health insurance offered to students at higher educational
institutions by the TRNC Ministry of Health.
Documentation of the Students’ Admission to the Health Center for the Purposes of Medical Examination, Diagnostic Tests and Treatment
Article 5- Upon the student’s request, the Health Center prepares a “student medical examination report”,
which indicates the date and the time of the student’s admission to the Health center for examination, diagnostic
tests and treatment. This report solely documents the status of the student’s
admission to the Health Center and cannot be used as a medical report. If it is
submitted, it is at the discretion of the instructor or the academic unit to
decide on the procedure to be followed about the student.
Validity of Medical Reports
Article 6- Medical reports issued by the Health Center are valid. The Health Center issues medical reports when deemed necessary on the
basis of the students’ medical examination and
diagnostic tests.
Article 7- Medical reports issued by private practitioners are
not valid. However, in countries where there are no state hospitals, medical
reports issued by private hospitals with matching
infrastructure, are subject to the same procedures followed for medical
reports received from state or university hospitals.
Article 8- During the period when the University is open for education, the health reports received from
state or university hospitals are valid only if the student has formerly
applied to the Health Center for the concerning health problem and has been
referred to one of these hospitals. However,
in cases of emergency, when the student has no opportunity to access to the Health Center, medical reports
issued by state health institutions in the TRNC are also applicable upon their approval
by the Health Center. Furthermore, in cases of emergency that arise when the
student is outside the TRNC, medical reports provided
by state or university hospitals are valid given
that the emergency is documented and the medical report is approved by the Health Center.
Article 9- Medical reports received from state or university
hospitals during the official holidays, semester breaks and summer holidays are
valid provided that they are approved by the Health Center.
Article 10- Medical reports received from state or
university hospitals in compliance with Articles 8 and 9 may only be valid upon
the approval of the Health Center. In the process of approval, depending on the
duration of the medical report or the nature of the illness, the Health Center may request the original test results or medical records of the student from
the institution which has issued the medical report. In this process, the Health Center may also call the student to the Health Center for examination and diagnostic tests
or may demand a medical board report.
Articles 11- The medical reports issued by the Health Center are valid as of their date and time of issue. The academic units might
request complementary medical information from the Health Center if information
regarding the nature or the duration of the medical report is insufficient or
if the medical report is backdated.
Procedures Related to Medical Reports
Article 12- Medical reports issued by the Health Center or by other health care institutions in compliance with Articles 8 and 9 may only
be valid if they are submitted to the related academic unit within 2 work days
following their expiry date and a copy of the medical report is submitted to
the Directorate of Student Affairs.
Article 13- Medical reports issued by other health
institutions in compliance with Articles 8 and 9 of this directory are sent to
the Health Center for approval by the related academic units. Upon the approval
of the Health Center, the medical report is regarded as valid as of its date of
issue.
The following procedures are followed upon the approval of
the medical reports:
a) Students with valid medical reports
are excused for their absence during the period covered by their medical
reports. Instructors are informed of the status of the student by the related academic
unit.
b) Students with valid medical reports
have the right to take a make-up examination for the midterm examinations administered
during the period covered by their medical reports.
c) Rules concerning the (I) grade are
applicable for students with valid medical reports who cannot take the final
examination or the make-up examination in a course, but who is entitled to take
the examination in that course.
d) Students with valid medical board
reports for an extended period are eligible for a permitted leave of 1-4
semesters in compliance with the related directory of regulations.
Semester Leave due to Health Problems
Article 14- Students who need a semester leave due to their
health problems apply to the Directorate of Student Affairs with a petition
enclosing their medical board report or medical reports. The medical reports
should cover at least 1/3 of the academic semester. The Directorate of the
Student Affairs sends the medical report/s to the Health Center with a cover
letter. The Health Center investigates whether the student has any records in
the Health Center regarding the illness specified in the medical report and
prepares a written document indicating the date/s of the student’s application to
the Health Center (if any) and specifying the reasons for the applicability or inapplicability of a semester
leave in the given situation. The Health Center then sends this document to the
Directorate of the Student Affairs. The final decision regarding the semester
leave is given by the related Academic Board.
Epidemic Diseases
Article 15- In the interest of the Campus community health,
the students residing in the dormitories might be provided with free of charge
medical drugs and vaccines against epidemic diseases.
Effective Date
Article 16- This Directory comes into force on the date of
its promulgation.
Execution
Article 17- This directory is executed by the President of
Middle East Technical University Northern Cyprus Campus.
