ABOUT THE LIBRARY
|
The Library commits to support METU NCC's course programs, meets the changing information needs of the University's students, faculty and staff, and
collaborates in resource sharing projects with the national and international institutions.
The library has a collection of 6.000 books, and the library users are able to access (METU Ankara) Main libraries' all electronic resources through
the internet, which consists of 33.000 electronic journals, 35.000 e-books through 61 online databases on the campus.

The book collection is organized according to the Library of Congress Classification System in
that the general subjects are identified
by a single letter of the alphabet, numbers identify subtitles, additional letters and numbers emphasize sub-groups. The book collection is organized on the shelves by this classification system, book number and publishing date. The print journals and newspapers are arranged in alphabetical order.
Collection are predominantly in English, but also contain some in Turkish. All printed materials are on open access in the ground floor.
RULES & POLICIES
Rules :
General Rules
- No food, beverages or smoking allowed in the library.
- Users are responsible for their belongings. The library will not be held responsible for any acts of theft or losses.
- Users are required to switch their mobile phones off.
- Publications are protected with electronic security systems. No publications may be taken out of the library without permission. Legal measures will be taken gainst those who attempt to take those without permission.
Borrowing, Renew and Recall
- When borrowing books, you must show your current METU ID Card at the circulation desk. You will not be allowed to check out any items without it.
- It is prohibited to borrow books using another member's ID or library card.
- METU NCC academic staff and research assistants may borrow up to 15 books at a time. Books are lent to them for 30 days.
- METU NCC students may borrow up to 10 books at a time. Books are lent to them for 15 days.
- Books purchased by staff members using research project funds can be lent to them for a period of one year.
- Members with overdue books may not borrow new ones until they return the old books and pay a fine.
- Overdue books may not be renewed.
- Reference books and periodicals can not be borrowed.
- If a longer period is needed, academic staff and research assistants may recheck the item they have on loan twice and students once, unless the material requested by someone else.
- Periodicals and reference books are to be used only in the library and cannot be taken beyond the security system.
- The director of the library may ask a user to return any book in case of necessity.
- Students can renew loan periods in person with their METU ID cards and books.
- Academics/administrative staff and students can borrow books from the Reserve (Short Loan Section) according to the type and the loan period of the source (type A for 2 hours, type B overnight, type C for three days, type D for a week).
- Students can borrow up to 3 books for 7 days from Easy Readings Collection at a time.
Reserve
- Books already on loan can be reserved.
- If reserved books are not claimed within three days, their reservation is cancelled.
- Members may not reserve more than three books.
Fines for Overdue / Lost Materials

If borrowed material is not returned on the due date a fine will be charged for each day.

Fine rates for overdue materials:
- Long-Loan overdue: 25 Ykr (250.000 TL) per day.
- Short-Loan overdue (Reserve Collection): Course books borrowed for an hour: 50 Ykr (500.000 TL) per hour

Fine rates for damaged materials:
- Damaged books / Periodicals: Current price of whole volume + %100 process cost.

Fine rates for lost materials:
- Lost books in open shelves or Short Loan Section: Current price + %50 process cost.

Fine rates for out of print foreign language books: 80 USD equivalent of Turkish Liras will be charged. The payment is to be made according to the official rate of exchange declared by The Central Bank.

Fine rates for out of print Turkish books: 40 USD equivalent Turkish Liras will be charged. The payment is to be made according to the official rate of exchange declared by The Central Bank.

The rate of fines is proposed by the Director of the METU library and is decided upon by the University Administrative Council every year.

The library sends two notifications to the staff for material which has not been returned on time. If the material is not returned within one month it is assumed to be lost and referred to the President of the University to start legal procedures.
Leaving the University

Academic and administrative staff that leave the university will not be able to complete their retirement or resignation procedures before returning borrowed materials.

To complete the procedures academic and administrative staff must obtain a document from the library clearing them of any debt to the library, which they will present to the Personnel Office.

Students who leave the university without returning books to the library are referred to the President's Office for legal procedures.

Students who have debts to the library may not renew their admission or obtain their diplomas or related documents.
Membership

Current academic and administrative staff and all registered students and the members of institutions become natural members of the Library after they received the identity card given by the University.

Members have to inform the library in the event of losing their METU ID cards or any change in their ID information.

Members agree to obey the library rules.

Users outside the university may use the library resources, but cannot become members of the library.
Policy :
Collection Development

The library selects and accepts the donated materials (books, magazines, CD-ROMs, videos) in line with collection development policy.

Our policy of collection development is determined in accordance with the education, teaching and research needs of our university.

The points to be considered in the selection of the materials
- Material other than textbooks should enter to the collection for the first time
- Material except in social sciences should have been published in last 5 years
- In the case of periodicals, continuity should be secured

The materials which can not be included in the collection
- Newspapers
- Off-prints of journal articles
- Material in poor condition
- Copied material

The library has the right to decide on whether or not the donated material will be added to the collection and where it can be placed.

The library has no obligation to announce the donation material list, but the donation material can be handed in with a list.

The material that is not added to collection can be returned to the person making the donation, be donated to other university libraries or given to the METU Book Fund.

The material that is appropriate for the library collection is given an office stock number and added to the collection like the other materials, and goes into service. A letter of acknowledgement is sent in the name of the university to the person or the organization making the donation.
HOW TO FIND LIBRARY MATERIALS?
Use the online library catalogue to locate and borrow books on a topic. The online catalogue is available at all terminals in the Library. (By) Using this catalog it is possible to search for books by author, title,subject, keyword or call number. The catalog enables users to identify the location of books, journals and other materials in the library.
It also allows users to record what items they have checked out, and to check the due date of an item. If you need information while you are searching the online catalog you can use the links below.
How to find a book?
- Go to the Library Catalog Search at the library home page
- Click the Word or Phrase Search button
- Please choose title, author, subject, keyword or call number from Search Type
- To start the search, click the Submit button
Please click on the required title when search results appear on the screen. In the bibliographic record, if you see “available” in the “status” field, take a note for “call no” and “location”. The online catalogue is being use by the Main and Muhan Soysal Libraries beside NCC Library, therefore, please notice the “location” part which shows where the materials are. If you see “due” in the “status” field, it means that the material is borrowed. In this case, you can place “hold” for that material.
How to find e-journals?
E-journals are not found in the online library catalog. To find e-journals you have to go to the electronic resources at the library home page. E-journals can be searched according to title, subject and publisher alphabetically.
How to find course material?
- Please go to the Library Catalog Search at the library home page
- " Click Course reserve at the right side of the page
- To browse on courses taught by a particular instructor, select Instructor as your Search Type. Type the instructor's last name first. Use UPPERCASE and Turkish letters.
- To browse on instructors for a particular course, select Course as the Search Type. Type the course name and/or number. (Ex: PSIR 101)
METU NCC Library users are able to access to the following electronic resources. There are approximately 18.000 electronic journals, over 20.000 e-books and 53 online databases in this collection.

Trial Online Databases
You can view your circulation record by clicking on the View Your Account option in our home page.
It allows you to check what you have out on loan or on hold, and when those loans are due back. You will also check the fines.
Faculties, librarians and students of the university can select new resources for the library collection. Almost all requests related to the university
courses are accepted subject to availability of funds. You can use http://www.amazon.com or Book Find for choosing books. Requests for books may be sent via e-mail to
ncclib
metu.edu.tr .If you have any queries, please do not hesitate to seek information (Phone: 661 20 81).
Some important criteria for recommending a book
- A new book can only be requested/ordered by METU Members.
- Requested books will not be purchased if they are available in library collection.
- Only one copy will be ordered unless otherwise noted.
- Books that cost more than 200 USD will not be purchased without consulting the Acquisitions Department.
- Course books will be ordered according to the number of students (one copy for 40 students).
Photocopy machine is available for self-service photocopying on the Ground Floor in the Library. The users may buy a photocopy card from Deniz Shop.
Printed materials are protected under the 1988 Copyright Act. However, it is permitted to make single copies for research and private study only.
These must not exceed one article from a periodical or one chapter (or extracts amounting to 5%) of a book.
