WELCOME TO METU-NCC 2008  

(REGISTRATION BULLETIN)  

GENERAL INFORMATION

This brochure gives information about registration, English language requirements and other procedures required of international students at METU Northern Cyprus Campus (NCC) 

For International students admitted to METU NCC, registrations will take place at both sites, METU Ankara Main Campus or METU NCC at the same period: August 29 th 2008, September 1-2-3, 2008. 

If you are going to register at Northern Cyprus Campus, please send an email to Ms. Habibe Muhtaroglu, International Students’s Office Coordinator, to habibe@metu.edu.tr address and provide your flight details. You will be met at Ercan Airport if your landing is not after 22:30 pm. You will be transferred to a temporary accommodation facility close to the campus. On Northern Cyprus Campus registrations will take place at the Registrar’s Office. 

If you are going to register at Ankara Main Campus, from the airport take the Havas airport bus into the city. The final stop is at ASTI bus terminal, from which you can get the METU bus.There will be free transport between the intercity bus terminal (AŞTI) and METU campus during the registration period. Students and their companions may take the blue buses with the METU logo on them in the parking lot next to the Ankaray subway exit. Follow the signs “Ankaray” and exit from the stairs or take the elevator up to the parking area. You will see the buses in the big parking area next to the exit. Transportation will be available between dates August 29 -September 1-2-3, 2008, according to the following time table for every day as dates indicated above: 8.00, 9.00, 10.00, 11.00, 13.00, and 

14.00 METU Ankara Main Campus is also accessible with public transportation from Kızılay, Ulus and Ayrancı. Blue METU “Ring buses” will provide transportation from the main gate (A1) and the registration place during the registration period. On Ankara Main Campus, registration will be in the Cultural and Convention Center. 

If you want to apply for a dormitory room on METU Northern Cyprus Campus for the Academic Year 2008 – 2009, you can do that in August 2008, by filling in the application form in the Announcements section of our web page: http://www.ncc.metu.edu.tr/studaffairs/dorm-int.php. You must place your application between August 27 – September 3, 2008 from the address given above.  

We would like to ask you to carefully read the “Form for English Proficiency/Placement” that is in this document. Please note that if you want to take METU’s English Proficiency Examination, it is held in two phases on September 4 th, 2008 and September 8th, 2008. 

METU-NCC has an Orientation Program to be held on September 12 th -14 th 2008 in our Campus for all new students. It is expected all new comers attend the “on campus” activities . 

Dormitories in METU NCC will be open by September 8th , 2008. 

Your METU-NCC student number is written at the bottom left side of the acceptance letter. This number, which you will need for all official transactions at the university, will be yours during your time at METU-NCC. You should also use this number at the bank when you pay your tuition fee.

REGISTRATION Dates: August 29 2008 , September 1-2-3, 2008 Hours: 9.00 – 12.00 and 13.00 – 16.30 International students can register any time at these dates. For official matters related to registration and the university, new international students should consult the Registrar’s Office. In case of registration withdrawal after dates given for registration, there will be no refund of tuition fee.

Note: Interactive course registration for freshman (students who passed the English Proficiency Exams or who submitted a relevant TOEFL/IELTS certificate with a passing score according to METU RELATED RULES) will take place at METU Northern Cyprus Campus only on September 15 -16, 2008, and classes will commence on September 17, 2008.

SCHOOL of FOREIGN LANGUAGES – ENGLISH PREPARATORY PROGRAM  

English Language Proficiency  

As all courses at METU are taught in English, students need to prove they have a suitable level of English to be able to follow lectures and labs, and do exams. If you think you have a good level of English, you can take the English Proficiency Exam (see below); if you do not get a sufficient grade you will have to attend the English Prep.School. If you think you do not have enough English, you will attend Prep School but you will still have to take the English Placement Exam to determine your class level (intermediate, basic, etc).

ENGLISH PROFICIENCY EXAMINATION  

You should take this examination if you want to directly begin the first year of your academic program. This exam will take place in two sessions. 

Date: September 4, 2008 (10:30 a.m.) First Stage 

September 8, 2008 (10:30 a.m.) Second Stage 

(Students are expected to be at their exam center at 10:00 a.m.) Place: School of Foreign Languages -Ankara Main Campus or Northern Cyprus Campus depending on which campus you have completed your registration 

ENGLISH PREPARATORY PROGRAM, PLACEMENT EXAMINATION  

You should take this examination if you have to attend the English Preparatory Class. Date: September 11, 2008 Hour: 10:30 a.m. (Students should be at their exam center at 10:00 a.m.) Place: School of Foreign Languages, Only Northern Cyprus Campus Students should apply to these examinations during registration. Students will be given a document which  

shows the date and place of the examination. Application form and other details about these examinations are given on the following pages.

REQUIRED DOCUMENTS FOR REGISTRATION  

1. Original High School Diploma  

2. Original Exam Result Card (if not submitted during application) 

3. Equivalence Letter  

(A letter certifying that your High School Diploma is equivalent to a Turkish High School Diploma) It can be taken from the Turkish Embassy in your country, from the Ministry of Education in Ankara-Turkey or from Ministry of Education in Lefkoşa (Nicosia) /Northern Cyprus. In order to apply for this letter, you should submit your original and translation of high school diploma and your transcript showing all the courses you have taken in High School, their grades and credit hours. 

4. Passport  

Foreign students should get a “Student Visa” from the Turkish Embassy in their country. Depending upon your nationality, you may need a Student Visa for Republic of Turkey and a Student Visa for Turkish Republic of Northern Cyprus (TRNC).We strongly recommend you to contact the nearest Turkish Embassy/Consulate (www.mfa.gov.tr) to get advise on Visa requirements of both Turkey and TRNC, and complete Visa formalities 

During METU-NCC registration, passports should be shownto be official at the desk, and photocopies of the page that include identification information and “Student Visa” should be submitted.

5. Color Photos

4,5 x 6cm large photos must have been taken in the last 6 months. Your face on the photo must be clearly visible and recognizable, thus male students must be beardless and female students should not wear a head scarf or turban. 12 photos are required.

8. Health Insurance  

It is mandatory for all students at METU-NCC to have valid health insurance. If you have a health insurance that is valid in Northern Cyprus, you should bring and submit the original health insurance document/receipt and submit a copy to Registrar’s Office. This document/receipt should include a description of coverage. If you do not have a health insurance, you can purchase it just by doing the fee payment before registration. The fee is USD 50 per year . Travel insurance or emergency insurance will not be accepted. For details please check page 7.

All students attending METU-NCC have a student number. Your number is given on the letter of acceptance you received from METU-NCC. Your student number also appears on the temporary ID card that you will be given a few weeks after registration. Your ID number will be used throughout your study at METU-NCC, during registration, when paying your fees and for all other official procedures in the university. You should memorize this number as soon as possible. You will also need this number at the bank to pay your semester tuition fee. 

SOME IMPORTANT EXPLANATIONS  

Registration as a freshman (first year student): Students who have submitted an acceptable English Proficiency examination score like TOEFL or IELTS during registrations or have successfully passed the English Proficiency Examination will be registered as freshmen. These students additionally need to do their interactive registration to courses they will be taking on September 15-16, 2008. You should select the courses online and take your academic advisor’s approval during this period of interactive registration. 

Students with incomplete registration documents: Registration is only possible if you submit all required documents. If your registration documents are not complete you need to bring the missing documents until the registration period is over. It is only after the completion of your registration that you can receive a Student Certificate for your residence permit applications in TRNC. 

Students, who would like to be exempted from certain courses, because they have already taken these courses: Students who have already taken certain courses from METU, METU-NCC or another equivalent university may apply to be exempted from these courses if they pass the English proficiency requirements. These students must submit a petition addressed to the Registrar’s Office and their former transcript before the end of the interactive registration period. 

Transportation to the registration sites

For those who prefer to register on Ankara Main Campus: There will be free transport between the intercity bus terminal (AŞTI) and METU campus during the registration period. Students and their companions may take the blue buses with the METU logo on them in the parking lot next to the Ankaray subway exit. Follow the signs “Ankaray” and exit from the stairs or take the elevator up to the parking area. You will see the buses in the big parking area next to the exit. Transportation will be available according to the following time table during the registration dates. 8.00, 9.00, 10.00, 11.00, 13.00, and 14.00 .If you are arriving by plane, from the airport take the Havaşairport bus into the city. The final stop is at ASTI bus terminal, from which you can get the METU bus. 

For those who prefer to register on Northern Cyprus Campus:  

Ercan Airport is around 60 kilometers from our campus. Transportation is provided by airport taxi services and costs about 70 YTL (Approximately 50 USD) International students who prefer to register in METU Northern Cyprus Campus, Turkish Republic of Northern Cyprus, may send a note to habibe@metu.edu.tr email address, indicating the details of their flight, so that we can arrange airport pick up support. 

At dates of 8 – 9 – 10 September 2008 , bus services will be provided from Ercan Airport to the Campus between the hours 10:00 am – 22:00 pm, at a cost of 10 YTL (Approximately 8 USD) Please place your flight details from the web address http://nms.ncc.metu.edu.tr/infoucus/yenikayit.php  

SOME IMPORTANT ISSUES  

Students have to register themselves. Parents and other companions are welcome to wait at the waiting areas and are not allowed to enter the registration area. You can pay your semester tuition fee to one of the bank account numbers given on the next page before coming to registration. Please don’t forget to bring the bank receipt with you. 

After arriving to TRNC, you have to acquire your “Student Residence Permit” in one month. Obtaining Student Residence Permit is mandatory by law for all international students in Turkish Republic of Northern Cyprus (TRNC). 

In accordance with the TRNC Laws, in order to complete the registration and residence permit procedures, just after their arrival all international students are required to submit a medical report from an approved health centre in the Turkish Republic of Northern Cyprus , indicating that he/she is not a donor or sufferer of Tuberculosis (including a lung X-ray and ppt test) and HIV. If the registered student can not eventually submit the health report indicating that he/she is not a donor or sufferer of the above mentioned epidemics, his/her registration will be cancelled. Related medical laboratories can be advised by the Registrar’s office.  

Student residence permits are offered by Güzelyurt Mayor’s Office (which is very close to the campus) for durations of one, two or four years depending on the request of the individual student. 

When you first apply for a residence permit, you will need:

3. Your PASSPORT with STUDENT VISA 

4. Three passport size PHOTOS 

5. A FEE of approximately $50 in Turkish Liras (subject to change) 

6. If you are staying at dormitory, a document from the dormitory 

7. If you are not staying in the dormitory, rent contract of the dwelling 

All international students have to obtain their residence permit within maximum one month after entering TRNC. You should extend the period of your Residence Permit when it expires. Legal procedures will be applied to students who do not follow the above mentioned procedures 

MEDICAL SERVICES & HEALTH INSURANCE  

The Campus includes a Medical Center for the primary healthcare of students. The cost of medical treatment and hospitalization in Turkish Republic of Northern Cyprus increased considerably in recent years. Intensive examinations and simple operations may cost several thousand dollars. Therefore, it is obligatory to enroll in the Health Insurance System of the Turkish Republic of Northern Cyprus,  

for cases that can not be handled in the Campus Medical Center. This health insurance covers clinical examination, total medical treatment in case of operations or hospitalization and dental operations such as tooth removal or filling. The fee for this compulsory health insurance is $50, and is to be paid before registration.

DORMITORIES  

METU NCC dormitories offer to our students a safe, comfortable and well-maintained living space in an academically enriching environment. With facilities such as high-speed Internet connectivity, and individual telephone lines. Rooms are equipped with central air conditioning and heating and a mini-refrigerator. Dormitories have a canteen and a lobby to provide fast food services. Common kitchen areas and study rooms are strategically located for the use of all students. Dorm Building -1 has rooms that are shared by two or four students. In Dorm Building -2, three students share a suite with individual bedrooms for one person, a common study area, a kitchen and a bathroom. 

New students may apply for the dormitory as soon as they receive this document .Applications will be evaluated and the results will be announced on METU Northern Cyprus Campus Website: www.ncc.metu.edu.trat a later date. 

Northern Cyprus Campus Dormitories will be available by September 08 ,2008 and students who arrive earlier for purposes such as registrations, will be able to stay at the guest house 

You are advised to check the room you are assigned to on the web-page, and pay the appropriate dormitory fee and a refundable depository of $200 to the bank accounts given earlier in this document and present the receipts, so that you may start using the dormitory facilities on your first day in the Campus.

ABOUT ENGLISH PROFICIENCY EXAMS 

a) English Proficiency Examination (September 4, 2008 / 10.30 a.m. 1st Stage and September 8, 2008 / 10.30 a.m. 2nd Stage): 

This examination is held in two stages. Students who are unsuccessful in the first stage are not allowed to take the second stage. The aim of this exam is to determine whether or not the student has the qualifications to continue as a freshman. Students who would like to begin their studies as freshmen are required to take this exam or submit an acceptable exam result (see international exams at the bottom for details). Students who obtain 59,50/100 or more in this exam are required to register as a freshman. Students who obtain a lesser grade will be placed to the appropriate group levels in the School of Foreign Languages. Students who fail at the first stage of this exam should take the Placement Examination on September 11, 2008. Students who fail at the second stage of this exam are placed to the appropriate group levels in the School of Foreign Languages. Students who obtain the following grades from the English Proficiency Examination are exempted with credit from the compulsory English course ENGL 101. Credits and grades for exempted courses will not be counted in the semester’s Grade Point Average, but will be counted in calculation of the General Grade Point Average. For exemption from ENGL 101, a student needs to acquire at least 85/100. 

b) Placement Examination (September 11, 2008 / 10.30 a.m.):  

The aim of this exam is to determine the students’ level of English knowledge and to group them according to their levels. Students who will study English for one academic year will take part in this examination. Students qualifying from high schools where the medium of instruction is not English are highly recommended to take this exam. Students who fail at the first stage of English Proficiency Exam should also take this exam. 

c) International Examinations:  

You may also submit an internationally recognized English Proficiency Examination result to start your freshman year. Minimum acceptable scores will be decided by the University Senate and announced before the academic year begins. You need to submit the original of your result card during registration. You may take a photocopy of this result card with a true copy stamp from the Registrar’s office when you need it. If students take the English Proficiency Examination in METU-NCC and obtain an acceptable result they will be exempted with credit. 

d) Former METU students who have been accepted to their freshman year:  

Former students, who have previously obtained the right to be exempted from compulsory English courses with credit, lose this right when they leave the University for any reason. If these students are admitted again, for exemption from ENGL 101 they must take the METU English Proficiency Examination again and acquire the necessary score which is 85 / 100. These students must tick box b in the form. 

e) Former METU students who have left the University while studying at the Department of Basic English:  

Students who have an NA grade at the Prep School, have the right to enter the English Proficiency Examination in September but they cannot reregister to the School of Foreign Languages. These students must tick the box b in the form. Students who have studied one year in the School of Foreign Languages and have obtained an average between 49.50 and 64.49 during the year are allowed to reregister to the Department of Basic English for one more year. These students must tick the box b in the form. Students with an average below 49.50 are not allowed to reregister to the School of Foreign Languages but have the right to take part at the METU English Proficiency Examination. These students must tick the box b in the form. 

Proficiency Exam Places:  

English Proficiency Examination will be held at the School of Foreign Languages buildings of both campuses depending on the choice done during registration. Names and examination halls will be announced on the Bulletin Boards at the School of Foreign Languages and at the web page. In addition, during registration, students will be given a certificate which shows the date and place of the examination

Operating Systems: Definition of software and operation system; definition of file and directory; file and directory management including saving, deletion, renaming, changing attributes and permissions in Windows and command prompt; file formats including exe, sys, bat, bmp, doc, xls, txt, pdf, xml, html and ppt; system files; how to search a file and directory; bits, bytes, and kilobytes; how to set paths and classpaths and explain their purpose; copying and pasting; explanation of human computer interaction subject and user interface components on Windows environment; explanation of how to change the display settings of monitors and control panel settings; health and safety in working with visual display units; definition of security terminology including firewalls, viruses and worms; setting a firewall; protect and restrict documents in Word, and Excel; computer maintenance including de-fragmentation, scanning disk, disk cleanup, start up programs.  

Information Resources: Definition of information and computer literacy and their importance in our daily lives; definition of WAN, LAN, WWW, FTP, telnet, e-books, HTTP and explanation of howthey work and how to use them; introduction to well-known digital information resources; how to use search engines and digital libraries effectively; introduction to shareware and freeware software packages. Ethics: How to assess information summaries returned by the search engines; how to assess content; how to cite resources and introduction to well-known citation formats including Harvard and IEEE; importance of ethical/legal issues, copyrights, contracts and intellectual property rights and examples; plagiarism and academic integrity Document Processing: Wordpad and notepad basics including fonts, paragraph formatting and tabs, find and replace; Microsoft Word basics including bullets and numbering, styles, formatting, columns, inserting textbox, inserting pictures, spelling and grammar, indexing, table and contents, header and footer, tracking changes, language settings. Electronic Presentations: How to prepare a presentation using Microsoft PowerPoint; presentation techniques; how to combine different media; definition of multimedia; multimedia authoring tools including image and video editors; multimedia networks including QoS, VoIP and media-on-demand; compression formats and standards for data, images, audio and video; web page design. 

Data Analysis and Spreadsheets: Importance of data analysis; well-known functions including counting, summation, averaging, if blocks, finding maximum and minimum and standard deviation; how to prepare a professional looking table and its importance; how to interpret data by using techniques such as sorting and filtering; importing and exporting data in Excel; how to summarize data by using charts and graphs and how to make them professionally looking.

CNG 100 Course is obligatory for all undergraduate students HOW TO REGISTER TO CNG 100?  

You should interactively register for this course by choosing the eligible section. 

IS IT POSSIBLE TO BE EXEMPT FROM CNG 100?  

If you want to be exempt from CNG 100 you need to pass the CNG 100 Exemption Exam. If you obtain a grade high grade you will be exempted from CNG 100 and your grade will be EX. The minimum grade for being exempt is determined by the related academic authorities. 

WHO CAN SIT THE CNG 100 EXEMPTION EXAM?  

All students required to take CNG 100, can take the CNG 100 Exemption Exam. You should register with the exam before you can take it. Detailed announcements will be made at our website 

WHAT SHOULD YOU DO IF YOU ARE NOT SUCCESSFUL IN THE CNG 100 EXEMPTION EXAM?  

All students, who are not successful in the CNG 100 Exemption Exam are required to take this course. Nonattendance to the course will lead to a NA grade. If you will not be able to attend CNG 100 courses you are recommended to drop this course. 

EVALUATION IN THE CNG 100 COURSE  

Successful students will be given S grade for satisfactory and unsatisfactory students will be given U grade for unsatisfactory. Attendance is required. Students are given NA grade for not attended if you do not participate for 4 or more weeks.
